US feds push for October talks about BVI charter fees

Several US federal agencies have signalled that they are ready to help resolve the long-running charter fee dispute between the BVI and USVI, as pressure mounts for both territories to reach an agreement. The dispute centres on the BVI’s significantly increased fees for foreign-based charter vessels. The framework includes annual charges of up to $24,000 for unlimited entries from foreign vessels, while day-trip operators face an $8,500 licence fee. On September 17, USVI Governor Albert Bryan Jr. met with several federal agencies, including the US Departments of State, Interior, Homeland Security and Commerce. Officials reportedly raised questions about the BVI’s charter fees framework and its impact on US businesses and cross-border commerce.

During the meeting, the federal representatives indicated they are willing to participate in the proposed talks and offered meeting spaces in Washington. Governor Bryan told federal agents that he has already proposed an urgent Inter-Virgin Islands Council meeting in Washington, D. C. , during the week of October 12, saying the BVI government was asked to confirm its participation by September 25. It’s unclear whether the BVI government will be travelling to Washington for the talks. The BVI government has consistently defended the new regime, arguing that foreign charter operators profit heavily from BVI waters and attractions and should make a fair contribution to the territory.
