Tajikistan’s lower house of parliament has ratified a $300 million grant agreement with the World Bank’s International Development Association (IDA) to finance the second phase of the Roghun hydropower plant (HPP) completion project. The agreement was approved at a parliamentary session on October 1, according to the press service of the Majlisi Namoyandagon. The grant was approved by the World Bank’s Board of Executive Directors on June 30, 2026. It will finance continued construction, the procurement and installation of power-generation equipment, technical support and project management. The funding also covers quality and safety monitoring, environmental and social safeguards, the resettlement of families affected by construction and measures to restore their livelihoods.

The project includes strengthening hydrometeorology monitoring and forecasting to improve reservoir management and reduce flood risks downstream. World Bank grants total $650 million The latest grant follows an initial $350 million IDA grant approved for the first phase of the Roghun project. With the new financing, the World Bank’s total grant support for the project has reached $650 million . Other international financial institutions and development funds are also involved in financing the plant’s completion, including the Asian Infrastructure Investment Bank (AIIB), the Islamic Development Bank, the Saudi Fund for Development, the OPEC Fund for International Development and other partners. The AIIB signed a $270 million financing agreement with Tajikistan in December 2024, with its total financing for the project envisaged at up to $500 million.
